[Personality]
The Ice King can be pretty much summed up as CUCKOO-BANANAS, but that's not enough, is it? Madness is definitely a huge component of his personality, but there's a lot more underneath all that. Most people just don't get the chance to see it. :|
At a first glance, it's pretty clear that he can be rather disagreeable and is an extreme social failure. However powerful he might think he is, other people see him at little more than a pain in the ass with a short fuse. Most of the things that he does aren't done out of malice, in fact a lot of his actions are fueled by the need for attention. You see, he's extremely lonely. What he wants most is to love someone and be loved in return, which stems from his tragic past (though, he's not exactly aware of the fact). He wants desperately to know what it's like to have someone that he could really consider a friend. He kidnaps women (specifically princesses) in hopes to woo them, but due to the fact that he doesn't really know how to properly interact with people he fails miserably every time (many failed attempts end in forced marriage). This failure to connect isn't just limited to his love life, no, it also carries over to his 'friendships' as well. He doesn't exactly see the world the same way as other people do (quite literally, when given the chance to look through his eyes one can see why he's more than a little off), so his methods are very skewed and can easily be construed as obnoxious and/or stalker-like behaviour. Suffice it to say, he's crazy and he doesn't really do bad things on purpose; even if he does have the means.
Since he's lonely and doesn't really have anyone to close to him (aside from the army of Gunthers, but do they really count?), he tends to find himself wandering off into his 'imagination zone' quite a bit. He seems to be happier there, even if it's not real. He definitely has a very vivid imagination, spending much of his time writing his fan-fiction based on the people around him. It's clear that he loves the characters that he's written to the point that he'd love to bring them to life and even self-inserts himself into the stories. While he would love to have friends in the real world, he practically idolizes the versions that he has created in his stories. Even though he spends a great deal of his time on his stories, he also spend a lot of time with his penguins and creating v-logs. He records himself doing various things, everything from singing songs in wigs to exercise. It's a way for him to pass the time, to deal with his loneliness and probably keep him from focusing too much on the crazy things that he sees with his wizard eyes.
It's clear that he wasn't always this type of person, the breakdown of his mental state is directly related to the crown that he acquired while he was still human. Not only did it impact his social skills, it also destroyed his memory. Not only does he not remember key events from his past, but he also seems to have some memory loss regarding recent events as well. It could be attributed to being a super old dude, but some of the misconceptions and mistakes that he makes are likely because the crown continues to have an effect on him still. Because of his madness, he has a rather nonchalant attitude regarding his past and trivializes much of it. When his history was revealed to Finn and Jake, his only concern was that they found out he wore glasses at one point. He also still keeps many of the things from his past, but keeps them tucked away in the 'past room'. It's a little unclear, but there are some indications that he has brief moments of lucidity, but he can never recall them. He cries over pages in his old journal, only to forget having done so and simply notes that the pages are wet.
All that being said, he's really not all bad or all crazy. He's just mostly crazy. Given the right opportunity, he's very much into having fun and enjoying himself. It's also shown that given the chance, he can have a loving relationship even if it's with a self-created monster. He's very childlike in a sense; he deals badly with rejection and being ignored but delights in getting attention and validation.

ICE POWERS
I know some of his powers will have to be limited, so if at all possible, I'd like for him to still have the use of his flying beard and the power to manipulate ice into stuff and things; as well as his ability to create living ice sculptures. Though, those would be mostly to keep him company if he gets lonely. Which he will. He'd make a bunch of Gunters.
WIZARD EYES
[Affection] He likes to kidnap princesses and will try to marry them. He also doesn't read signals very well, so if you do something like hug him he make take that as a sign that you looooooooove him.
[Fighting] He can fight, he just doesn't always have a reason to? He can be quick to anger, so he might strike you with his ice powers without warning? He also is no stranger to taking a beating, so if you want to fight with him just contact me and we'll work something out!
[Other Permissions] If he came across a person with telepathy, it's likely that the could read his mind; but everything that they see would pretty much make no sense. His mind is very jumbled, so using it as a weapon against him or to get some kind of insight into his character would pretty much backfire.
[Other Facts]He wants to be your friend. He might also write weird gender-swapped stories about you. He may also spam the network occasionally. :( He also keeps things in his beard.
